Why won't my xbox 360 controller charge? (Please Read)?

ok i have a rechargable battery pack for the 360 controller

when i tried to charge it, the light on the charger turned red for like half a second then went off. What is wrong? Any advice?

Bad battery pack. They're supposed to go off when they're recharged.
