The Dark Lord Sauron secretly forged a Great Ring of power (the One Ring) to enslave the wearers of the other Rings of Power. He launched a war during which he captured 16 of the Rings of Power and distributed these to seven and nine lords of Dwarves and Men respectively; the Men who possessed the Nine were corrupted over time and became the undead Nazgûl or Ringwraiths, Sauron's most feared servants. There are many rings. The particular ring the fellowship is after is the "ultimate" ring, if you will, and is this in control of all the other rings. Thus, whomever has the ring of power is lord of that ring and all the ones below it (because they are subject to him).

Because there isn't just one ring. It explains that in the beginning of the movie (3 Rings for elven kings under the sky, 7 for the Dwarf lords in their halls of stone, 9 for mortal men doomed to die, 1 for the dark lord on his dark throne. One ring to rule them all, one ring to find them, one ring to bring them all and in the darkness bind them in the land of mordor where the shadows lie). Sauron is lord of all the rings because he made the one ring.

although the movie focused on one ring there is althoughter 19 rings (3-elves, 9-men, 6-dawrves and the "one ring") they mention this in the very beginning of the first movie but go into more details in the books (the Ringwraiths {those things that look like dementors from the harry pottor books} are the nine men who bore the rings)

theres more than one ring.some1 made 3 rings for the elf kings, seven for the dwaf lords and nine for mortal men. Sauron made another ring which is the most powerful of them all and its the ring that frodo has.

Lord of the Rings had several rings, but the evil wizard kept the "one ring" for himself, it allowed him to control the other ring wearers! (Kind of a sneaky trick) The rings corrupted the wearers and they changed into the "Ring Wraiths" that chased Frodo.
