That would be determined by the energy in the wave and the medium through which it travels and the distance from the energy source. The medium can absorb energy or fail to transmit some of the energy. The energy dissipates with distance. The initial amount of energy determines to an extent how quickly the other factors influence the loudness, volume, of a sound.
