Best in terms of chance to be competitive will depend on the organization you intend to race with, and what class you will be in. Most classes are equal in theroy, but there will always be a couple models that are more equal than the others.

In terms of cost, just about anything can be raced if you want... and simply looking for a cheap car would be the starting point here.

As for additional work, regulations will require a full cage, race shells, and at least a 5 point harness; along with items like a fuel sample port, external kill switch, etc. To be competitive, you will need to install whatever suspension improvements that are allowed and have the car properly alligned and corner balanced.

In terms of low entry cost and relatively low running costs, many racers on limited budgets look at Spec-Miatas. The base car car can be had quite inexpensively, and the basic safety upgrades are often packaged from vendors. Even with all of the allowable performance upgrades, car costs should still run well under $10k if you are doing the work yourself.
