I don't know if all jobs are going to india. Despite the fact that the indian government claims english to be an official language, there's still a tonne of communications issues.
I work in a niche programming group where I'm client facing and have to be able to communicate with executives. Most of our Indian programmers would be dead in the water.
Networking can be administered remotely, so it may not be safe. Laying out physical network and physical admin may be safer.

Not really, all nationalities are doing programming jobs. There is just many Indians ( people from India ) that work in Silicon Valley.
A network job just like any job in the field of information and communication technology ( ICT ) requires the person to continually be updated in the latest technology. If you became very skill-full and has updated knowledge, then your job could be safe. Just beware of technology obsolescence.

Many jobs are going to India and Asia because it is cheap labor over there.
I have also seen the reverse though. There are many developing positions that are being taken by India people coming to the U.S. to work.
There are still many programming jobs in the states. Developing has not been completely outsourced, like manufacturing and call centers at high tech companies.
Actually, very few I.T. jobs are considered safe. While networking will never be outsourced, I.T. depts are the first to experience the layoffs. Programming pays more, so I would still encourage to go with programming, if you like it.
