It depends . .. . I would kind of need to read and hear how the phrase was used in the sentence.
I think it means to give a gift with no strings attached. In other words - when you give a gift to someone and don't expect something in return for it.
Just my thoughts . . . . like I said, I would really need to read the whole sentence in it's context.

Think of a puppet on a string. Here is you gift, but now I control you like a puppet and I expect somthing in return.
