Yeah. I know that most of them don't occur in the water...however...some do occur...such as molds and casts...from decaying fish in the sediment.

but what i'm looking for is when they are deposited....thank you for all of your help so far.

I dont know how they'd do a dig out in the sea, perhaps the same as land, gridding it.
seeing as a lot of the world was underwater at one time or another anyway a lot of the marine fossils are found on land anyway. I did find this little news item though, I dont know if it will help.

How Do Scientists Find Fossils

Fossils do not exist *in* water, but they can be found in the ground under the water.
Fossils are found in the solid surface of the Earth, but that can be on dry land, under a lake or river, or under the ocean.

Finding fossils under water are no different than finding them on dry land - you have to know where to look and what to look for, then dig for them.
Undersea archaeology is more difficult, since the ocean is not easy to work in. But remote-control diving rovers are common tools for excavating underwater.

Marine fossils occurr in rock not water.
The majority are found on dry land in older marine rocks that have been uplifted by tectonic activity.
Some are found in core or other drill samples from beneath the ocean from oil rigs and such.
Geologists use these to work out the age of the rocks and their potential to host oil or gas deposits
