The U.S. DID send an invasion force to the Philippines in 1898 during the Spanish-American War, which in the Philippines eventually morphed into the Philippine-American War that officially continued until 1902, with further smaller scale hostilities happening as late as 1913...

The USS Maine was mysteriously sunk in Havana Harbor and the "invasion force" was sent to investigate. Once attacked they took strategic action.

the philippines were more pacifist. they had already been colonized by the spanish; they had churches everywhere; they didn't have any natural resources to build things with; they are on the ring of fire; they were further away; they didn't mind the us too much.
