The person that refuses. People that waste their time looking for love usually do not do so well and crap out all too often. Those whom ignore it happen to slam right into it.
That's how it happened for my wife and I. Neither of us cared and here we are, 17 years later, still married and two great children.

I think that the person who refuses, because love falls upon those who are not seeking it in vain and comes to those who do not wish it so much and are not obsessed as the people who want it badly.

here is what i think. i think the person who wants to fall in love will think that they have FAR more often than the person who refuses, but most of the time the wanter will be wrong whereas the refuser will only be forced to admit that they have fallen in love when it is an obvious and undeniable fact, so:
the wanter takes more chances and will often be wrong, and the refuser will be correct more often about actually being in love.
