Puerto Galera is in Calapan, Orriental Mindoro. So, if you're from Alabang you take a ride going to Batangas extending to Batangas pier.
There are a lot of ferry boats going there at least every 15 minutes. (Batangas port to Puerto).

the best way is to ride a bus with a calabarzon sign coz these buses do not pass by every town in batangas. they will take the star tollway and get to batangas city pier in a shorter travel time. When you get to the pier, you will have to ride a ferry boat going to puerto galera, you should alight at balatero pier and ride a jeep going to white beach.. enjoy!!

Ride a bus in Alabang going Batangas Pier, and then you can take either a Super Cat (ferry) or motor boat..

You did not say "by public transportation", so technically the best way is for you to bring your car, then take the roro so you can bring your car all the way to Puerto Galera itself. My friends do it this way.
