It is easier to give the ending date than the beginning date. By the early Spring of 1945, there were Germans, figuratively and literally still standing, but they knew the war was lost. Unfortunately, instead of stopping or even slowing down the murdering of the Jews at the end, they accelerated them as, for example, in Lithuania. So, the Holocaust "ended" in March or April.
To determine when the Holocaust began one has to at least raise the issue of what was the Holocaust. Wanton killings began, arguably, with, as one Answerer suggests, Kristallnacht, the night of the broken glass, when, for one night--November 10, 1938--all of Germany became a mob scene. Actually, they began before that.
If you look at the Holocaust in the most traditional sense, as a systemic slaughtering of a people by its government or neighboring country, then most experts put the planning stages of the Holocaust and its first actual operations as occurring in late 1941, early 1942.

Some people say that the holocaust was made possible with the passage of the Nuhremburg laws that essentially stripped Jews of their civil rights in Germany in 1933. In Russia, the Germans employed roving "einsatzgruppen" to machine gun the Jews in occupied towns and villages in Ukraine and Belarus. The holocaust ended as the Allies liberated areas.

The Holocaust began when the National Socialism group sent those who they considered unworthy by train to the concentration camps because Hitler was God to them. Those unworthy included Jews, Catholics, disabled, homosexuals, magicians, Poles, Serbs, Gypsies, Africans, Slavics,Political prisoners, Italian nationals, Jehovah's Witnesses, Protestant, drug addicts, alcoholics, criminals, prostitutes, feminists, rich Germans. The Holocausts ended after Hitler killed himself and everything was falling apart. The victims were found coming out of the concentration camps.
