I don't think that Snake is a terrorist. It would seem like all of the bad guys in the Metal Gear Solid games are terrorists because they want to control the world with giant, robot Metal Gears.

Snake isn't the bad guy in the Metal Gear Solid series, so there's no way that Snake is a terrorist.
