I think it should be,and so does the FDA. Back during the Nixon year's,when the "hippie"counter-culture was starting to emerge,he commissioned the FDA to do a very thorough inquiry into this. He was positive(hah) that weed was one of biggest threats to our country,mainly because the hippies who toked on it were the greatest threat to his administration's policy concerning Viet Nam. When he was given an update on the FDA's findings(they told him it was not harmless at all,and actually had medicinal benefits) he cut-off the funding so the FDA couldn't complete the study and publish the results. By doing this,he was able to keep it a crimminal offense,needless to say that when the Drug co.'s found out about it's medicinal benefits,they put in such a strong lobbying effort to make sure it stayed illegal.

Legalized, regulated and taxed...think of the money we would save chasing down the drug dealers, putting harmless offenders in jail and the revenue from the taxes!
