What reasons might people give for not reporting property crimes to the police?

1. The cops won't do anything. (usually, they won't.)
2. It won't fix what has already happened.
3. They are afraid of the consequences of reporting - sometimes people retaliate against those who report them.

Those are the 3 that I can think of off the top of my head. I'm sure there are more.

It is a complete waste of time, except to get a police report for insurance coverage of the loss. The lawyers protect the criminals, and the police does not want to waste its time.

People had the duty to report property crimes, otherwise, they could be charged for negligence and tolerating crime to occur.
