I'll get to the cold in a bit....
Yes, riding at night is safe if you properly prepare yourself for it. At night unless I'm going to be going very short distances (2 miles or less) I'm always in full gear that has noticeable colors/reflectors on it. I always wear gloves and proper riding footwear (road racing boots in my case as I race/ride track as well). Keep in mind that "cage operators" are more likely to notice you if you are in their "easy vision" areas and not in their blind spots. I also cover my horn and Hi/low beam switch when encountering a possible situation that could pose a hazard to me.
On the subject of cold, When you become cold your body slows down it's feeling in the extremities as it tries to conserve heat for the vital organs. You may also be less responsive and less quick to respond in a situation should the need arise.
Do what you need to keep warm. You'll enjoy your ride more and you'll be safer because of it.

You will NEVER be as safe on a bike as in a car/truck. Pot holes, tree limbs, pets in the road a just a few of the things that are harder to see at night when on a bike and all of them can be deadly. Do not forget the "cagers" (people who drive cars/trucks) on cell phones.

Some days are colder than other nights...
Once dressed for the weather, you're dressed.
If you only wear the same thing every day and night, you will get cold. Your clothing needs to change to match your environment.
As far as safe... people are much more likely to see your lights at night. A moving bright spot against a black background (night) stands out much better than a bright color against a multicolored background (day). Reflectors help.

They are and they aren't safe. You have a less likely of being seen because someone is talking to their cell phone and not looking where they are going. On the other hand, if you wear reflective clothing and put reflective take on your motorcycle, you can be seen, espically with yor headlight.

I generally do not ride at night since it is hard to see police hiding in the median or creeping around on the streets as well as just plain road hazards .........
