As far as qualifications, there are only four established by the U.S. Constitution: 1) born a U.S. citizen, 2) 35 years of age; 3) resided in U.S. for 14 years, and 4) have not served more than six years as President previously.

As far as procedures, there are 50 states and the District of Columbia which choose electors (who ultimately decide the President). Each of these jurisdictions have different rules for a new political party or an independent getting their slate of electors on the ballot.

While the two major parties get automatic ballot access for their nominees, the rules for getting on the presidential primary ballot (for those states that have primaries) differ from state to state.

Thus, while theoretically, any Tom, Dick, or Henrietta can run for President (assuming they meet the qualifications), the procedural rules make it difficult to run for President on a lark -- just ask Steven Colbert.

born in the United States, 35 years old or older, and have lived 14 years or more on US soil.

it's hard to run for president if you are not given support by a political party of a state, but you can still run as long as you have the money to get on the ballots of the states

look up Stephen Colbert to see how difficult it was for him to try to be a candidate in South Carolina

According to the Constitution:

1. minimum of 35 years old

2. Natural born citizen

3. resided in the US for at least14 years

then the modern day unwritten 'requirement':

Be a member of the democratic or republican party, for that is the only way to get financed to get known to win the presidency :(
