probably because we hate wasting it or something.
possibly theres emotional attatchment to the sparkle eyeliner...

I hate to waste it. I also like to help others with their make-up so even if i don't use it anymore maybe someone else can. Or maybe I might like it again later. Also make-up can become expensive. I only throw it away if it somehow becomes destroyed or doesn't look good or safe to use anymore.
