No ..... it doesn't cost any thing to just look. But if you want to bid on an item(s), you will need to sign-up (register).
Registration is free, but since you must be at least 18 years old to bid or sell on eBay, it does require that you provide proof of age. For proof of age they usually ask for a credit card number.
