Have you ever held a flag or presented a flag? I have. As a youth I was a boy scout. As an adult I have been an officer in many civil organization. That kind of stand is very tippy, I have knocked them over by accident myself. If you watch the video you can see the lady not Hillary brushing the flag as she pointed.
No doubt that stand was some cheaply made Chinese thing made of plastic. Not a good old metal union made in the USA stand that the flag deserves.
