You can get a "lemon" at any time - even with good name brands - therefore, in my opinion, the best brand would be from a business that has been established and which enjoys a reputation for good support.
I have Dell and HP equipment. Both are good, but I think HP offers the "personal touch."

Dell is excellent. Look at at least 1Gb of RAM (2, if you can), DVDplayer/CD burner, and a core 2 duo processor. If you don't want the DVD player, at least get a CD player/burner, especially for college.

I would say Apple. You need to learn how to use them but it is simple and efficent! Deffinatly not the Acer they are horrible!
