A dictator is a ruler who has absolute, unrestricted control in a government without hereditary succession.
A President is the opposite, hence term limits, elections, congress etc.

in a fairy land, a dictator is bad and a president is good, but if you look at how a president wins an election, you know he's not always elected by the majority of the PEOPLE (popular vote is not the vote that counts), and so why should a president have an absolute power? not all presidents are dictators, but if a president removes habeas corpus from the constitutional rights, it's pretty much defining the police state which the Nazi Germany was in.
so to summarize my opinion, there's no difference between a president and a dictator.

A dictator is an authoritarian ruler who takes total or near-total control of a government, sometimes temporarily (such as in the Roman Republic) or permanently (Nazi Germany, Communist Cambodia, Stalin's Soviet Union, Saddam's Iraq). A dictator can be a president, and a president can be a dictator, but the two are not mutually inclusive (a president doesn't HAVE to be a dictator, or vice-versa).

a dictator has absolute power. no one else has any control. most of the time they arent elected, but instead force their way into power. they are often oppressive and controlling. a president is elected, and shares the power among other powers-that-be. for example the supreme court and the house of reps and senate in the USA. presidents usually have limited terms - while dictators often rule for many years - or until they die - or someone else overthrows them.
