If it did, every time a man shaved his face, his hair would grow back thicker and darker and he would look like a gorilla. Which is not the case. If it were true, all men who are going bald should immediately start shaving their head to promote hair growth. It is an urban legend.
The only way to change the hair it self is if you physically damage your hair follicule, via plucking eyebrows for a really longtime (it can happen) waxing for long time, electrolysis or laser, the same old hair will grow back in the same old spot.
hair grows like a fine arrow point, and when you shave it, you are making the tip blunt, thereby giving the appearance that it is thicker and/or darker.
That said, until I had laser hair removal, I just shaved mine with an electric razor. it was fast easy and it didn't matter how long the hair was. And it always grow back the same every time. I couldn't stand the pain of waxing it. I never had an issue with it.
so personally I would shave with an electric razor or wax.

OOOO. I know what you're talking about. I wouldn't suggest plucking it. Hair by hair would hurt. I usually get it waxed. If you can't do that you can also buy facial gels or creams that remove facial hair. DO NOT SHAVE IT! Or by your words take a razor to it because it will grow back thicker and more! And that would not at all be pretty.

My wife is a cosmetologist and she said the best bet is to get it waxed. yes you can shave but it will grow back fast at least shaving its gone for 4 to 6 weeks

DON'T SHAVE IT! It will grow back thicker!
If your not allowed waxing I suggest bleaching it then. If its already blonde then don't worry about it no one will notice.
