You could do a controlled rain-shower (in a bio-sphere or bio-dome) but if you mean out in the open, there isn't anything artificial powerful enough to get the water high enough, and even if you could, a lot of the water would probably evaporate before it hit the ground.

Yeah, its kinda possible..... certain chemicals can cause enough of a drop in temp in the atmosphere to cause it to rain.

I saw an article not long ago that said China are going to control the weather at the Bejing Olympics. If it never rains during the day during the games, then maybe they've got it working.... not that I think fiddling with the weather is a good idea!

For many decades, various countries have tried to "seed" rain clouds by dropping silver chloride crystals into them from airplanes. I have heard that this works. I have also heard that it does not.

Yeah, seeding works by poviding hygroscopic nuclei for the water droplets to adhere to, and get bigger as more accumulate...and then fall.
