I made the payment by wire transferring. The person is not responding back at all after 2 months!! I have been told that there is not any way that I can get a refund, since the person is in China. My bank told me the same thing, but they encouraged me to look for some web sites online, where I can file claim about it. Please help me with this! Anybody has any idea??? Any place where I can file claim about it?? Please help me with this.

You have been scammed. Never ever send money overseas to anyone for goods. They can't be trusted. What you could do is go to your bank and have your bank's wire department send out a 1007 recall message to the bank. Tell them what happened- the bank will give you a form to fill out. -like a revocation form or a affidavit. Ask the bank if they can give you provisional credit for the wire. If they do, then it becomes the bank's problem. If they do give you provisional credit for $4000 then the bank will have 45-60 days (usually 45 days) to go after the merchant in China. Although you wont be able to spend the $4000 for the 45 days it can help you just in case you have outstanding checks against your account.- Then they wont bounce because of this provisional credit. If after the 45 days the bank has been unsuccessful (which I guarentee you they will not be successful) in trying to retrieve the money, then the $4000 provisional credit becomes yours to keep and the bank will be out the $4000. -But don't worry about the bank. They always carry insurance for situations like this.

GO TO YOUR BANK, TELL THEM WHAT HAPPENED.
Fill out one of those revocation or affidavit (spelling) forms. If the bank says they cannot help you, then close your account and bank somewhere else.

Personally, since it is a small about (bank wise) they should be able to give you provisional credit for it. I can see them not giving the credit to you if the wire was like $50,000 but since it is $4000, they should be able to give you provisional credit.

But don't be surprised if your bank does not give you the credit. Don't be surprised if they do give you provisional credit. This is a 50/50 situation. But at least you can give it a try.

Go see a Psychiatrist because you are absolutely crazy! How in the world, with all the stories about Internet Scams all over the place, did you think that you were going to buy $4,000 worth of anything from China and not get ripped off. You can report it all you want but you will be cold in the grave before you ever see a penny of your money. Write the word "Stupid" backwards on your forehead and then take a good look in the mirror!

Sorry, you've been scammed. Unless you can track down the person who sold them to you, which will be next to impossible, nobody else is going to refund your money - why would they? They didn't get it in the first place.

They probably told you about sites where you can file a complaint about scams. That doesn't mean you can file a CLAIM and get any money back.
