SEO (search engine optimization) techniques are used. Google judges popularity by a number of things including the number of links back and fourth to that site. It is, however, a narrow line dividing spam and promotion. A lot of sites lose their ranking by using means that aren't approved (google has a whole list of these available). The best bet is to make sure your site actually has content people want, good google ranking on a content-less site is not a substitute for good content.
