pick 11 Conference champions. then the highest ranked other 5 teams.

like lets say the conference winners are
Boston College-ACC
Baylor-Big 12
Cinncinatti-Big East
Illini-Big 10
East Carolina-Conference USC
Akron-MAC
Air Force-Mountain West
Arizona-Pac 10
Bama-SEC
Troy-Sun belt

those 11 teams usually earn it.

now lets say the remaining highest ranked teams are
OSU
OU
USC
MI
ND

then they rank each of those 16 teams 1 to 16 by hardness of schedule and record.

but that might make too much sense

You'd have to shorten the regular season and that would knock out some good inter conference games. You'd have to go 8 teams or if you kept it a 16 team bracket, then you'd have to lower the importance of conference championships by lowering conference games.

Whoever was left out could still get a bowl game to play in during the holiday.

i don't think that's any good...it's nice that we are inviting every conference if we're talking about a 64 team tournament like the college basketball tournament, but for a 16 team tournament it should be the best 16 and only the best 16...also, you'd be shortening the regular season, which means eliminating games, which is bad any way you slice it

Thats only 15 games
There are more Bowl games than that
College Football would lose a lot of money on your plan
