As several have suggested, there is no PERFECT rhyme for "silver" in English. That's not all that unusual -- in fact, there are HUNDREDS of two-syllable words (with accent on the first syllable) that lack a perfect rhyme.
But usually in poetry it is perfectly fine to usee a good NEAR rhyme -- in which MOST of the sounds match (esp. the vowels and final consonant). Your best bet in this case is words whose second-to-last syllable is accented and which ends with "-il+C+er" (the "C" being any consonant, including L). The following 30 words follow that pattern:
bewilder, bilker, biller, builder, chiller, distiller, driller, filler, filmer, filter, fulfiller, gilder, griller, instiller, killer, kilter, milker, miller, milner, philter, pilfer, quilter, shriller, spiller, stiller, swiller, thriller, tiller, tilter, triller
Many of these should work. (There are a few others, but they are either compounds adding to the words above --such as "bodybuilder-- or are VERY unusual! hence probably very unusable!)
Strictly, the 'nearest' it "pilfer" (as another answer suggested) -- that's because the /f/ sound is a close relative of /v/, made the same way, except that the /v/ adds the voice.
Those are your "best bets". If you can't find something usable there, you might try more distant rhymes, such as
Words that end the same way, but omit the /L/ sound:
* giver, liver, quiver, river, shiver
Or, since /b/and /f are close relatives of /v/, there's a chance words ending with "-ibber" or "-iffer" would work:
* bibber, cribber, fibber, gibber, glibber, libber, ribber
* sniffer, stiffer, whiffer
