Motorola has a program called Phone Tools, that is really awesome. It allows you to take any MP3 and crop it down to a ring tone. It also lets you take any picture and make it your background. Its a great interface between PC and phone.
I bought it for about $40 from Motorola's site, but you can get it for less on Ebay.

Instead of a site doing it you can do it yourself. Just get a program where you can cut the song you want into a shorter time. You can then put the song onto your phone through bluetooth or with a USB cord.
