Would an important job of the personnel department be to choose good staff for staff vacancies within the personnel department ?

(Those good staff would then help choose good staff for the organisation)

Every organization involving people needs a "personnel" or "human resources" department. Especially with the proliferation of rules and regulations concerning the hiring and termination of people, and the complexity of benefits, expertise in this area is required. Of course, often this function can be out-sourced to an external organization who can provide this.

I would say it depends on the size of the corporation, and the magnitude of the safety-critical systems.

For example, let's say an organization was responsible for the safety-critical systems related to the armed forces or nuclear industry. A medium or large corporation would probably have a human resources or personnel department in place.

By contrast, a small consulting company may not need an HR department.

The purpose of the personnel department is ultimately to protect the company, legally.

So, an organisation responsible for safety-critical systems would probably have a personnel department for that purpose, as well as for selecting the best candidates for employment.

Any organization with more than a handful of people should have a 'personnel department' even if it is only a one person department and that person has other duties also. The personnel department should refer appropriate candidates to another person to make the final decision for staff in its own department.
