I am removing the old "popcorn" and we want it smooth.

The way you remove the old popcorn texture is to get it wet with a sprayer, let it soak for several minutes, and then scrape it off with a putty knife (3 inches wide is ideal). But, be careful not to gouge the drywall in the ceiling, as this will leave visible mars unless you spackle over them. Also, if the popcorn has been painted over, it is more difficult to remove. Just let the water soak into it longer.

When the ceiling is clear of the popcorn, use the spackling knife and a box of drywall mud to go over any gouges, holes, etc. Then let the mud dry for a day or so (until it's completely white) and use a drywall sander to smooth out the surface. A drywall sander has wing nuts that secure strips of metal that hold the drywall sanding screen. This screen is preferred over sand paper, because it does not get clogged up with drywall dust. It also has an attachment that allows it to be connected to a broom handle or telescoping shaft.

When the ceiling is smooth to your liking, use a slightly damp cloth to wipe off the extra drywall dust. Then prime and paint.

The first poster is pretty good. Only caution is that depending on the age of the ceiling it could have asbestos in it so be careful removing it. I found an attachment at home depot that you put on a pole and it holds a bag that the popcorn falls into. It is still a messy job but the bag helped quite a bit.

Lots of sanding, my friend...the water technique works, but can be damaging to the drywall and surrounding areas.
