Yes, assuming you mean your hourly wage. If you are talking your check for the week...well than obviously he can if you are giving fewer hours.
If you are talkng hourly wage, he may be prohibited from keeping you at the same pay. If they change the pay, ask him why. It may be managerial policy that caps part-time employees.
Full-time employees enjoy greater protections and benefits.
Part-time tend to be less protected and have fewer benefits.

in the US yes they can, but it's not backwards enforceable. Of course should they do this they risk loosing the employee, unless that is the idea.. this I have seen. a good employer wouldn't so this or at the very least would give several weeks notice, but it's not required in the US.

Unless your Country has a law that says they can't, then yes they can. In the US and UK they can, with no notice. (But NOT apply it to any hours you worked BEFORE you were told)
