Yes the clerk of courts office has records for penalty payments.

On the TV court shows the defendant does not pay. The award is paid by the show. If you read the fine print at the end of the show (pretty much need a TiVo to hold it long enough it says so there. I have a TiVO and was home sick...)

I'm pretty sure on shows like Judge Judy, the fees are all paid by the show. Otherwise why would anyone go on there to get humiliated in front of the entire country? Also, have you noticed that when Judge Judy awards fees to the plaintiff, the defendent doesn't get upset?
