Each state has there on variation on law enforcement and court system.
For instance I see courts in New York state I think sentence someone to serve not less than ___years and not more than ___ years while in Ga we would say ___ years and with mandatory sentencing guide lines that has changed some.
The issuance of drivers license and the Identification required is another states rights issue
If you're talking in history yes slavery was a states rights issue.

The primary use made of the 10th amendment was to make slavery legal in certain states. After emancipation, the slavery codes morphed into black codes that blatantly mandated second class citizenship for blacks, by prescribing where blacks could live, how they could be employed and when they could break their contracts as sharecroppers. In addition Jim Crow segregation laws were enacted under the concept of states rights. These laws prohibited blacks from using designated "white only" accommodations such as schools, restaurants, movie theaters, restrooms and drinking fountains. Finally "states rights" were used to make voting by blacks virtually impossible for 100 years by requiring that blacks pay high fees to vote and that they pass tests on the constitution that even judges would fail.

Mostly, in todays world... it's set up like this.. the National government sets the guidelines... and the states get to tweak it within those guidelines.
The biggest reason for the limitations on states rights is actually the Civil War... it was caused by the states having too much power versus the Central government.

One great example is the war against the voters on medical cannabis in those states where the voters agreed to allow that. The Feds can't stand that and have gone to war with the states over it, victimizing the sick and dying in the process. But, hey, they aren't taking dangerous drugs while they languish in prison.
