No, that is not true, however the history of the draft may look like that. The draft numbers are completely random. When drawn they included a true cross-section of the people of draft age. However the most common exemption from the draft was for attending college or university. During the previous draft racism and lack of funding made this exemption available mostly to whites with money.

When there was a Draft, the draft was done not by the Federal government, but by hundreds of 'local' Draft Boards.
In Vietnam, blacks comprised less than their national percentages of the national populations. If there had been a concerted effort to "lower the population" under way, they went about it poorly!
Were there abuses? Certainly. Any system of deferments is going to get 'gamed'. That's human nature. Only a universal draft, no exceptions, would be completely fair.

No, it is not true. For 1 thing, they are not drafting for the War in Iraq. Atleast not yet. They do it to protect our country. Now if you believe in the 9/11 conspiracy and goverment doing all that crap then I can see you believing in this.

That is not true. In the past, a person could buy his way out of service. There are exemptions for school and certain types of hardship. There are exemptions for other service to the nation. In World War Two, many farmers were turned away because agriculture was such a priority. It's not about killing your own people. It's about killing the enemy.

Depends on what government. The United States has not done this in its history, but who is to say this is not happening in other countries.
If you asking if the U.S. is dong this now, this would be difficult to do since the U.S. does not have a draft and it hasn't had a draft in more than 30 years.
