The doctor at the university health clinic told me Congress had passed some law recently preventing this from happening (until you turn 23) but I wasn't able to find any information on the insurance website.

I don't know about a law about that, but most colleges have health insurance plan you cn sign up for that would be cheaper than most private health insurance. Get insured just in case!

Neither have I. You can get a policy for yourself with decent coverage for about $ 150 a month if you want or take your chances being healthy.

I agree with the other poster. Get it from your school. You also need to contact your state government. They may be able to help you.
