They generally have to look and act the age. Depending on the character it could be that the actor would have to play a role that would require them to play someone from age 20-30 meaning they would slightly age during the show but in general it means that the character can be anywhere from age 20-30 so if you look anywhere in that age range, come on down!

Actors don't reveal their ages. They only have to be able to pass for those ages. So the audition notice is for the look of someone within that age range.

Yes, I would say you need to be between those ages.They could be casting for someone older with more experience but who looks young enough to be 25. Or the part is for a more mature twentysomething. Hard to tell. I recommend calling the casting director/theatre/whoever and asking if you do not technically fit in between those ages.
