Hey, why do you want to brain wash? Comes this need because you are brainwashed? To brainwash somebody means that this person does what you want, right? What do you want? To sell something? Or you want to have influence over this person? Do you need to have followers?
Wouldn't it be better if you clear up first your own unconscious background, that of course is connected and stored in your brain?
In any case: Manipulations you might do, will keep you busy for some time, but at the end you will need to deal with yourself. If you have spend so much energy and time to get what you want although these were illusions, then you will need to face yourself, so better do it right now and don't waste your time to wash brains if it is not your own.

How or where can I learn to brainwash?
I'm not clear about your question. Do you want to wash your own brain or do you wash the brain of other people?
If you wash your own brain, so that it becomes cleaner, what means that the stuck and worn out content is emptied, then there are various methods: You can ask a surgeon to do a leptosomy on you, you can go through a long psycho therapy, you can get stoned, or just simply drunk for some time, so your brain will be destroyed. Or you can use one of the oriental methods like 'meditation', for this you will need some more time and stay with a strict discipline, but this will clean up your brain and most of what is stored and programmed in unconscious parts of your brain.
If you wash the brain of others, then you just need to offer them a satisfying concept. Depending what you want with these brainwashed people you will need to give the adequate content to these concepts. You need to give what people need and ask for and then you can connect this with something they need to do. The trick is to satisfy them and to make them addicted. Examples you can find everywhere, you just need to watch TV, and there you can learn how it is done, indeed very primitive. Also you can listen to the speech of politicians, although their expression comes out of being already brain washed, but still it is clear that they are following the same technique.
If you brainwash yourself first, then it might be that you don't want to brainwash other people anymore, because your intention might have changed and your values are somewhere else. Washing is not always right; some times one has to leave the dirt where it is. It might protect an underlying process, like a caterpillar and in its time the beautiful butterfly will come out...

I should think that washing a brain would be pretty much straightforward.
Remove the top of the skull just above the ears and remove it from the rest of the body.
Take care not to damage the meninges.
Place the removed portion of the skull aside in a sterile environment.
Detach the cerebral hemisphere and cerebellum from the brain stem and remove to a sterile place.
Now wash the entire brain with a good soap, dry and replace. Now reattach the the brain stem so that the spinal cord can do its job.
You should not expect normal function from a washed brain in fact, the chances of recovery of the patient are very poor.
I believe the odds are about0.00000000000673.
Now various psychiatrists and a few psychologists have tried to...mentally "wash" a human brain but the results has been..., shall we say, not too successful!
There has been limited success in programing individuals for a desired response for specific future events but again, this success is..... nothing to brag about.
