I want to make a point that the language used in a particular text suggests something specific, so I was going to put it 'has connotations of' but because of the sentence structure that won't sound right. So can I put 'semantically infers' or doesn't that make sense?

I think you should probably go simple rather than trying to use clunky-sounding big words. Why not just say "indicates" or "suggests"? Maybe provide the whole sentence so we can be of more help.

How about just "denotes"?
