You wear it while half dressed. Women would put on their underthings corsets and such taking a long time to do it but no the hooped skirts and things until the last minute so they didn't wrinkle or get dirty. Think of a bride getting ready for her wedding she doesn't want to be wearing her wedding dress and hour before she needs to so would put a dressing gown over her underthings while she might be visiting or putting on makeup or doing hair or having a beverage.

It's something to wear while you're in the process of getting dressed. Like while you're doing your hair, makeup, etc.

Because rich men used to wear them while their valets ran their bath and sorted what they would wear for the day ala Prince Charles!
