Hard to answer, not knowing where you are living ... BUT
If you are in a city area, check local newspapers and cable channel for any free concerts, programs, exhibits, etc. that might be going on during your anniversary. In our area, the museum is always free, and offers new exhibits every couple of months. The community college has monthly free movies and choral programs.
During the summer, there are free concerts on the Square on Friday nights, and free Shakespeare in the Park on weekends.
This time of year, there are lots of free church bazaars, community fairs and business expos ... all good entertainment!
You could pack up (or buy from a deli or fast food) a picnic lunch, and take a drive through the country, to the park, around the lake (whatever fits your situation) ... til you find a nice, scenic spot, and have your lunch with whatever you prefer for a drink (we like Pepsi, or carbonated grape or apple juice).
If you don't have any idea what to give her for a present, do what my hubby has done on occasion ... give her $5, $10, $20 (whatever you can spare), and turn her loose in a Dollar Store, or a used book store, or a thrift shop. I love that kind of thing.
If your wife is a girly-girl, this probably won't help ... but if she is a nature nut like me, you could find and bring her a really different, neat rock (my hubby works as a conservationist out in the field, and often brings me cool rocks [once, he found a heart-shaped one!] ... and one time, a branch with a little birds' nest in it [after nesting season!], etc.).
My hubby also handmakes cards for me, with poems ... usually funny. I've got some that go back 39 years!
If you can afford it, and it's not something you normally do, it might be fun to go bowling, play a game of pool, or go to the movies (at a regular theater, not the discount one!).
One year, we exchanged lists "I Love You Because ...". The other day, I noticed that my hubby still carries his in his wallet! I have his in my jewelry box, and read it whenever I need a lift.
Find a coupon for a restaurant you usually wouldn't go to because it costs too much ... ie. Red Lobster, Olive Gardens, etc. Check online to see if any of your local restaurants have coupons that can be printed off. Some dine-in restaurants will give you discounts on your anniversary if you are signed up with them online. Check that out for any in your area.

This is my forte'. If your date is anytime around X-Mas, the city will be lit up great X-Mas lights. Every woman loves X-Mas lights. Take the bus all, because there is just something romantic about city buses with your love after dark. If you have a favorite cafe that you go to, call ahead and let them know your coming. It always makes a girl feel special when she had a reservation, or is expected even if it is your local coffee shop.
Or put on the Miles Davis and take a bath together.
Once, my partner and I didn't have any plans on our date, and we split up then met in the center of town,(a beautiful small town square) and pretended we didn't know each other, and were meeting for the first time. That's a great idea.

I took my wife out to a play...she had never seen one. I surprised her after church when we went into the city for lunch at a reasonably priced restaurant. We then went for a walk in a nearby small park downtown and then over to the theater. We walked up and went inside and she asked..."what's this place?" I handed her an anniversary card with the tickets inside and told her we were going to watch Steel Magnolia's and she said "well I have seen it on TV." We went inside and she realized that it was a play and she just gasped and kissed me. Wow...she was mesmerized but the live action and drama. That was three years ago and she still tells her friends about it. Things aren't as tight as they were then so we go to the theater about five times a year now and she is just like a little girl...she loves it. The entire day cost me about $80 including lunch. I had to drink water with my lunch for about a month instead of buying a soft drink but it was well worth it. The tickets were paper so that fit the traditional anniversary gift.

Cooking dinner for her would definitely be good. All of that sounds like pretty good ideas to me. Maybe try to come up with some flowers as well. Maybe print off a lot of pictures and make a collage for her. Make sure your room mates stay away for the evening though.

Cook her dinner and turn down the lights. Play some soft music and eat by candlelite. After dinner feed her some fruit and whipped cream. Give her an erotic massage before bed.

For me, a nice little dinner with a few candles and no interruptions would be wonderful.
It's not the big things we do in a relationship that matter the most, it's the small unexpected ones women remember.

You need to find a great veiw, get something other then fast food, just the two of you, music, attitude adjuster (something to get you high). I mean come on dude you said you were broke, better remember a gift (not something she needs around the house) gotta be for her.

Well the first year is a paper anniversary traditionally. So what I did was write my wife out a poem and had it framed up and matted. She loved it!!!

Why don't you give her a full body massage? Just get some nice smelling body lotion.... I can't think of anything nicer that a massage from the man I love.... maybe she will give you one too!
