did you report this to ebay? Next time you buy anything..use paypal..they have buyer protections to avoid being ripped off....
as a buyer, it doesn't cost you anything..and you don't need a credit card to use paypal.

Are you the victim? If so you can sue him in his local courts. You can also report it to his local police, but don't expect much response.
