If your really want to learn web design where you have ultimate control, I would save the WYSIWYG editors (Dreamweaver, FrontPage etc) until later and concentrate on learning HTML code. The WYSIWYG editors do most of the coding for you so you don't really learn the code. As for Flash I would start with Freehand and Fireworks to learn the drawing aspect that you will use in creating a flash animation, even in Flash you will be drawing. Inserting animations and videos is relatively simple once you learn the code, after HTML you will want to move on to other forms of web site creation including ASP Java and Silverlight.

The thing is you are trying to preform brain surgery, and have never done any of it.
You will at some point have to learn HTML, You need to choose a software, Microsoft's FrontPage, Dreamwever, or one of the several different programs that will enable you to develop and maintain a web site.
I suggest you start small and then work your way up from there.
Do you have a WEB SITE Now?
Do you have a Domain Name?
Do you have a Web Hosting Serviice?
I suggest you start with something like.
http://geocities.yahoo.com/home/
Or one of the hundreds available on the web.
Geocities offers everything you need including the software.
Start small and then work your way up.
Either take a college class or 2 and learn the basic stuff.
It's pretty hard to start at the top and develop a site using Java, Flash and all the other bells and whistles if you haven't done anything before.

Learn Dreamweaver and find out how the HTML code works first, then start learning a bit of Flash.
