I found instructions that you can buy, but I am looking for free instructions. Is is hard to make?

If you are a novice sewer, spring for the instructions. You need instructions until you have sewing experience.

If you already know how to sew: Use 3 layers of crinoline and then one layer of tulle on top of that. Sew all layers onto a wide yoke that will go around your waist and hips. Sew that to a ribbon belt. Try it on, cut the skirt to the length you want, and then take it off and trim the edge of the skirt with fabric paint, lace, or whatever you like.

Measure the length you want it to be, measure your waist. Add about half again to the waist measurement.

Cut the fabric, seam the back. Measure waist again and cut elastic that length less an inch. Pin elastic in 4 places evenly spaced. Zigzag it on stretching a bit. Add lace to bottom and you have your pettiskirt.
