Short and simple: No. You are required to be at least 18 years of age to enter into a contract for electricity. You are only 17, why are you trying so hard to be an adult and do adult things?

In the US a person under the age of 18 can not be held to the terms of a contract. So most utility companies will refuse agree to provide the service since the underage person cannot be forced honor the contract to pay for it later.

You cannot legally enter into any contractural agreements until you are 18. The company has no way of forcing payment with allowing an underage person to sign a contract.

no i hightly doubt it you must be an adult and you need to have credit. Sorry but once you turn 18 give it a try.
