yeah,like the harmonica if you have the proper instrument with the proper range you can do anything you want.
my wife plays the fife as does my mate jeremy and they tell me it's a matter of skill and versatility.
i would imagine you would need an instrument capable of the full possibilities but thinking about it there shouldn't be any limits.
ultimately you can do anything with anything if you know your stuff.

Yes! Like the recorder, the fife can play any note with the right fingering. I quickly found a fingering chart with one try on Google.
