He's wrong.
Although the hard drive (if you have one) mustn't be kept in moist surroundings that are too cold.

Yes, it could be damaging to the 360 especially if the room changes temperature drastically. If it's goes from 35 at night to about 50 or 60 in the afternoon, condensation could appear, and as you know, water and electricity don't mix. Also, the moisture can rust the metal parts inside the 360.
If you're playing at night, the 360 heats up while the room is cool, hot and cold produces condensation, which will harm your 360.
Read the manual. There should be a warning about keeping the 360 in a cool environment.

Cold temps below 40 degrees fahrenheit are the enemy of most all electronics. best to keep them in a stable environment. Bring the 360 inside at night if you must use it in the garage.

When the XBOX 360 is on, it is good to have it in a cool place. When it is turned on, the xbox wants (and needs) to be cool. when it is turned off then getting to cold isn't good. Like other, its not the cold the really hurts it but the extreme change in tempeture in the xbox 360 that isn't good.
So it starts out at 35 degrees, you turn it on. now it jumps with in seconds to 80 to 100 degrees. This isn't good.
I would take the Xbox in at night and just set it inside somehwere. Then when you want to play take it out.

Superdork is right.
Condensation appears when the system goes from cold to hot. Its not the cold temps that would damage the system its the fluctuation in temps that creates condensation.
Look up Dew Point on Wikipedia.com or Yahoo.
Like when the grass in the morning has water (dew) on it. It hasen't rained but the grass is still cool while the air is getting warmer which creates condensation.

this is nearly freezing and yes when the system is off this is not safe practice. As already mentioned moisture is the main enemy but you also have to worry about component breakdown. The garage is probably the worst place to store this.

Your brother's TOTALLY wrong. I mean, if your Xbox 360's around really cold temperatures, then the only BAD thing that would happen to it is your console freezing during gameplay. Trust me, it's better to keep it colder, than hotter. Also, this happened to my DS once, and it was FREEZING!!! But I just warmed it with my sweater and everything was alright.

It's moisture, not temperature. If something cold warms too quickly or vice versa, you get moisture.
