i would like to get some suggestions or ideas on how to change a city ordinance on unchaining dogs if any one can help please do so i am up for the challenge to take this to my local city hall so i can help give dogs the life they deserve

Appeal the idea to the country commissioner's office.

Taking on city hall. That's a job. I would call your local ASPCA and tell them your concerns and get their feed-back.
My thought are that it is a great idea but is totally unworkable.
Everyone who has a dog, does not want it in the house and if they don't have a fence they may not have the money to build one.

I know I really hate seeing a dog treated as anything less than another child in the household.

Double fencing works for us: a chain-link fence, strung with electronic fencing so he can't dig out.
