Do I mean Thanksgiving is Thursday this week or Thursday the following week? What would you think if you didn't already know when Thanksgiving is?

I would think that you meant Thursday the following week -- I would expect someone to refer to Thursday this week as "this Thursday".

Thursday the following week, or Thursday in the coming week.

By a technical stand point "next" would imply the first one to come up as it would be the next day to come along. Someone says next in line, the person in the front of the line comes forward...therefor you are contradicting yourself by saying that statement because next thursday being saind on a monday technically means the thursday of that current week since you haven't had it yet.

I always assume that "Next Thursday" (or "next day") refers not to the day which is to occur most closely in the future (I refer to that day as "this day"), but the day which will FOLLOW the one which is most closely in the future.

Not "this Thursday" but "next Thursday".
