Radiator will not stop you from starting a car ,you Will have to give more information for people to be able to help you .

you are not giving enuff info. year of car what kind of car engine size and what is it doing or not doing you say it wont start but is the engine cranking or is there a clickin sound when you turn the key? no one can help til you provide more info
