my electric bill is very low both in summer and winter. I use a lot of insulation around the outside doors and around the windows. When it's very cold or very hot I use plastic on my windows (in fact I have 3 coverings on all my windows and I caulked around the outsides of the wood around my windows as well). What I then have to do is watch out for mold (use clorox if it starts to form), but I use a lot of fans, and in winter occasionally use a small heater for a few minutes, or during the coldest part of the winter I either sleep with a strong wattage lightbulb on all night, I work on the computer during the night (so the heat from the pc heats the apartment) or I bake a cake or meal for the following day in the oven during the night which heats up the apartment.
While you are gone you need to keep the thermostat on at a low setting so that if it starts to get too nippy indoors that your heater will turn on. Get some heavy duty draperies. If you can wear more clothes instead of turning the heat on then that is another alternative.

First of all, how well insulated is it and is it fairly draught free?
Assume you ok there. If not, thicker, lined curtains help... and even using draught excluders and masking tape over any gaps until things improve... ! Don't have your heating on if you are not there; but, If the temperatures are freezing, set the heating to a minimum of about 10c (50f) for when you are not in. When you are in, set it about 20c (68f). Try to avoid setting it higher. Wear a sweater and thicker socks! If the house/flat isn't very well insulated, shut doors between rooms or put up curtains over door 'holes' (ideal if pets wandering in and out). Buy a thick duvet. Even if you are younger, you can sit on the sofa with a blanket over you. I know, I've had cold houses, no money, and found it to be warmer in the fridge!!

Turn the heat down about 5 degrees (F) (not off) when you are away and put a sweater on when you are home.

Keep it on low at all times ,and were warmer clothes,and at night you might get a electric blanket , put clear plastic around all windows and weather striping around all doors,cracks or holes you might have in your home. turning up and down seems to use more and cost more, use a warm soft blanket to cuddle up to well watching tv. or get a partner to cuddle up to , to keep warm.
